heat the oil in a saucepan over a moderate heat. add the onion and rice and stir for two minutes. Add the water along with the salt, carrots, and peas. When it is boiling, cover the pot and simmer for 20 minutes.
it is cooked when all the water is absorbed and the rice does not have a hard center.
